Consensus commission holding third round of talks on July Charter implementation

The National Consensus Commission today began the third round of talks with the political parties to discuss implementation of the July Charter.
The meeting started at 11:25am at Doel Hall in Dhaka's Foreign Service Academy.
A total of 30 parties, including BNP, Jamaat-e-Islami, and National Citizen Party, joined the discussion.
During the talks, the commission is focusing on gathering opinions from political parties, alliances, and experts on how the July Charter should be implemented. Several recommendations regarding constitutional issues have come from the political parties and alliances.
These include: holding a referendum on the entire charter or parts of it, implementing it through a special constitutional order by the president's executive power, forming a constituent assembly between elections to bring necessary changes, implementation by the elected representatives of the 13th parliament, establishing parliament as a constitutional reform assembly, and seeking the Supreme Court's opinion under Article 106 of the constitution on whether an interim government has the authority to implement the charter.
Earlier, the expert panel held multiple meetings and considered several alternatives. At the initial stage, they suggested five possible methods for implementation -- ordinance, executive order, referendum, special constitutional order, and seeking an advisory opinion from the Supreme Court under Article 106.
