Third-umpire mishap and ‘human error’ leads to fine for Prime Bank

Match officials have slapped a Tk 1 lakh fine on Prime Bank after an altercation between match officials and Prime Bank's coaching staff and officials over a contentious run-out decision during the match between Prime Bank-Rupganj Tigers in the Dhaka Premier League (DPL) at the BKSP Ground-4 yesterday, confirmed the CCDM.
This season's DPL matches are to be played with third-umpire assistance but due to technical equipment related issues, the technology wasn't available in that game.
Still, in the 3rd over of Prime Bank's chase, when Al Amin Jr's direct throw found its mark against Irfan Shukkur at the non-striker's end, on-field umpire Ishtiaq Ahmed Nadim and AIM Moniruzzaman referred the decision to the third-umpire.
When the match referee reminded them that the third-umpire was unavailable, the on-field umpire gave it out, which Prime Bank players and officials did not like.
An altercation followed after the run-out decision which halted the game for at least 15 minutes.
"Yes, we have been fined Tk one lakh, it's always the teams that suffer," Prime Bank coach Talha Jubair told The Daily Star today.
"The match referee told us that third-umpire equipment hasn't arrived and when it comes it will be available in the match and both teams knew of this. If the run out had been directly given by the umpire, we would not have said anything since umpire's call is final. Even [Nazmul] Apu's dismissal [lbw] was off an inside edge but we didn't make a sound about it.
"The on-field umpire didn't know that third-umpire wasn't available which is fine but the thing is that since he went to the third-umpire at first, there was doubt in his mind. If there is doubt, it's supposed to go in favour of the batter.
"If you even look at the umpire's position, he was not even on the line, so how did he know it's out? Let's say it was out, did he pause to take a look at what happened again?" he added.
Prime Bank has reported the incident to the match referee and sent a letter to protest the fines but Talha was less than convinced about any decision in their favour.
"The jurisdiction to penalise is the match officials' decision," a CCDM official told this newspaper. "They can of course protest but as you know, you cannot argue with umpires according to the rules.
"There can be complaints against the umpire but you can't publicly say anything. Obviously, the umpire that gave this decision, his on-field umpiring could come to an end. Since Prime Bank gave us a letter, we will be forwarding it to the umpires' committee. We will look to see what mistakes the umpire made and what punishments will be handed," the CCDM official said.
However, given how these matters are usually handled, it remains to be seen if proper action would be taken. Today, on the second day of the league, CCDM informed that the third-umpires are available in all the games.
