HC issues suo moto rule against confinement of children to jail


The High Court yesterday issued a suo moto rule upon the government to explain why action would not be taken for confining children, both convicts and under-trial ones, in jails defying its earlier orders.

In April 2003, the High Court in a ruling had asked the authorities to immediately transfer juvenile accused detained in various jails to correction centres and other recognised homes.

A division bench, comprising Justice Syed M Dastagir Husain and Justice Mamnoon Rahman, issued the rule, returnable in two weeks, after perusing recent media reports placed by an advocate.

Among others, principal secretary to the chief adviser, secretaries of the ministries of social welfare, law, justice and parliamentary affairs, home, women and children affairs, inspector general of police, were made respondents in the case.
