Shore Handling Operator
Show-cause notice on CPA


The shipping ministry yesterday issued a show-cause notice on the Chittagong Port Authority (CPA) to explain whether any shore handling operator was appointed without following the Public Procurement Regulation (PPR).

The ministry gave the CPA seven days' time to explain the issue.

The notice came following a report published in The Daily Star on January 28 saying that the port authority appoints shore handling operator without following the PPR 2003.

The notice also asked the CPA to follow the PPR while appointing such operators.

The ministry also asked the CPA to submit a report on how much money was spent on shore handling charge in the last three years. According to The Daily Star report, the shore handling charge stands at Tk 80 crore to Tk 100 crore every year.

The ministry observed that the Chittagong Port has become costlier than the neighbouring port due to appointment of private operator without tender.
