Kalam returns bill for more vetting

India's Congress-led government has suffered an embarrassment when President A P J Abdul Kalam returned to parliament for reconsideration a Constitution Amendment bill relating to holding of office of profit by lawmakers.Highly-placed sources said the president has asked parliament to draft a comprehensive criteria to be applied uniformly across the country in a clear and transparent manner. The Parliament (Prevention of Disqualification) Amendment Bill , 2006, moved by the government, was passed by parliament in the recent budget session exempting 46 posts, many of them occupied by members of parliament belonging to Congress and Left parties which support the government of Prime Minister Manmohan Singh from outside.
