Ban on smoking

A law banning smoking in public please like bus, theatre hall etc i.e. in closed places was enacted by the parliament a few months ago. It has already come into effect. Surprisingly enough, whenever I go somewhere, I often see bus drivers, helpers and conductors smoking freely. It seems that only the passengers will abide by the law, and others do not fall within its purview!
