Public toilets

I have been amused and at the same time surprised to read the DCC's scrambling to construct some public toilets (DS Nov.21) in a haste, for reportedly the ADB allocations meant for the purpose is to expire if not utilised by end-December,'04!I fail to understand as to why we always have to run for the deadlines when the fund givers do give reasonable time for its utlisation. And I am also highly disappointed for the DCC have had to curtail its plan to construct only 56 toilets from the ADB approved 70, whereas we need a greater number of public toilets for the ever-growing population of the metropolis. I also cannot reconcile as to why there should be dearth of space for this very essential and most important public utility service and why they have to go for demolition (reportedly already under consideration) of such necessary utility just constructed in Osmany Uddyan? Now a vital question creeps into my mind, does an independent country have to depend on foreign aid to build its lavatories and toilets?! What a shame that we have created a corporation, but it cannot build a few toilets for the people! What to say about the inefficient and unscrupulous organisation that is in charge of providing the utility services?
