The festival is organised by the Bangladesh Federation of Film Society (BFSS) in association with Bangladesh Film Producers Distributors Association, Bangladesh Motion Picture Exhibitors Association, Bangladesh Cinematographers Society and Bangladesh Film Community with its international partner International Federation of Film Societies (IFFS).

At a press conference held on November 2, Information Minister M Shamsul Islam, also the chairman of the advisory committee of the festival, said 'An international film festival will give impetus to our film industry and we take it as a challenge to prove our worth in the field of cinema. Though this is a non governmental initiative, we would however extend our full support to make the festival a success.'

Former Ambassador MM Rezaul Karim, chief of advisory committee in his welcome speech said that the aim of the festival is to draw people towards the silver screen and expose them to quality Bangla and international films.

Golam Rabbany Biplob, the festival director announced that a total of 48 countries including Iran, India, Afghanistan, Turkey, France, England, Germany, UK, USA, Australia and others are likely to participate in the festival. The festival will begin with Rituparno Ghosh's famous movie Chokher Bali. The film director Rituparno Ghosh and actress Raima Sen will be present at the inauguration.

The venues for the festival will be the Central Public Library, National Museum, Russian Cultural Centre and the popular cinema halls of Dhaka, Narayanganj, Chittagong, Khulna, Rajshahi, Sylhet, and Barisal. Apart from screening movies, an open forum and meeting with media will take place during the festival.

US Dollar 10,000 will be awarded for the best three movies.
