Jin suggests ways to get more FDI

The visiting Asian Development Bank (ADB) Vice-president Liqun Jin yesterday stressed independence of the judiciary, increased gas, electricity, water supplies, and a transparent tender process for Bangladesh's getting more foreign investment. Jin made the observation as head of a five-member delegation that met Communications Minister Nazmul Huda to discuss his agency's assistance in the development of communication infrastructure. Huda sought ADB help for launching electric train service between Dhaka and Chittagong and building a 6.01-kilometre Padma bridge. He told Jin the government has moved to build separate dedicated express ways between Dhaka and Chittagong in private sector investment alongside making Dhaka-Chittagong highway a four-lane one to promote export. The government also plans to hand over some national highways to the private sector, the minister told the ADB executive. Jin told Huda that if the investment environment improves, foreign investment in the communications infrastructure will increase. The ADB vice-president suggested the government ensure quality of work side by side with awarding job to the lowest bidder and put in place a transparent tender evaluation process to keep it free from corruption. The ADB delegates encouraged huge investment by the private sector in the development and maintenance of roads and highways. They suggested introduction of securitisation system to raise revenue earnings from important roads and bridges. Meeting sources said the minister raised the issue of introducing magnetic train service between Dhaka and Chittagong with Jin. Jin, who is a Chinese national, said they are having problems in China after launching such a train service.
