S Korea says it enriched uranium

South Korea has told the International Atomic Energy Agency (IAEA) that government scientists carried out nuclear experiments to enrich uranium four years ago.

Although only a minute quantity of uranium was involved, one Western diplomat said the enrichment was below but "very close" to the threshold for bomb-grade uranium.

"It was well beyond the level that would be needed for a civilian programme," the Vienna-based diplomat close to the IAEA said. "The government says that its programme is peaceful and the IAEA is not making any judgments on that issue."
