Why only one?

The government has issued an order to pay festival allowance to the pensioners from the current fiscal year. Although it is a great pleasure for the pensioners to enjoy this benefit with others during the Eid festival, yet it could not be made out why instead of two festival allowances only one has been allowed. It is customary for the government officials to draw the festival allowance before each Eid, which is equivalent to the basic pay of the incumbent. But the pensioners would be paid only one festival allowance (ie. 80% of the pay drawn by them at the time of retirement). If it is a festival allowance it should conform to the rules applicable to the government officials. But how could it differ from the existing rules? I fervently appeal to the government to look into the matter and do justice.
